The conflict in Ukraine continues to escalate, with President Volodymyr Zelensky revealing that Russia destroyed the Trypillia Thermal Power Plant near Kyiv due to Ukraine running out of missiles for defense. This loss severely impacts Ukraine’s energy infrastructure, leading to a 100% loss of generating capacity. Amidst the ongoing attacks, Ukraine struggles with low stocks of air defense weapons as U.S. military aid funding remains delayed in Congress. Russian forces have been targeting Ukraine’s energy infrastructure, destroying key power stations and leaving the country vulnerable.

In response to the escalating conflict, the Parliamentary Assembly of the Council of Europe (PACE) passed a resolution calling for frozen Russian assets to be transferred to a new fund for Ukraine’s reconstruction. President Zelensky signed a mobilization bill aimed at updating Ukraine’s legal framework around conscription to increase mobilization efforts in 2024. The bill includes provisions for disabled soldiers and former captives to discharge themselves, as well as penalties for draft dodgers. Meanwhile, Brigadier General Hennadii Shapovalov has been appointed as the new commander of the Southern Operational Command’s forces in Ukraine. Additionally, German Chancellor Olaf Scholz met with Chinese President Xi Jinping to discuss putting pressure on Russia to end its war in Ukraine and promote peace efforts.
