The Israel Defense Forces and Shin Bet recently carried out a military strike targeting a Hamas command center located in the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) compound in the Gaza Strip. The strike was planned carefully to minimize harm to civilians and was aimed at disrupting Hamas’s attacks on IDF troops and humanitarian efforts in the region. The IDF shared a dossier alleging that UN employees were involved in Hamas attacks, while a UNRWA spokesperson called for investigations into the violation of UN premises. Meanwhile, Philippe Lazzarini, the commissioner in charge of UNRWA, complained about Israeli authorities denying humanitarian access, attacks on humanitarian workers, and the denial of his entry to Gaza. Israeli Foreign Minister Israel Katz urged Lazzarini to resign over accusations that UNRWA workers participated in a Hamas-run massacre in southern Israel, leading to the cancellation of meetings between UNRWA and Israeli officials.

The IDF and Shin Bet jointly stated that Hamas systematically exploits the civilian population and institutions as human shields for its terrorist activities against Israel. They claimed that Hamas had positioned its command and control center within an active UNRWA location, jeopardizing the safety of Gazan civilians. When asked about Hamas using UNRWA schools and buildings to store weapons and lodge terrorists, UNRWA’s spokesperson mentioned that they did not have enough information on the incident. These claims raised concerns about the safety and integrity of UNRWA facilities, as well as the need for investigations into breaches of international law and humanitarian violations.

The ongoing conflict in Gaza has highlighted the complex relationship between UNRWA, Hamas, and Israeli authorities.
