The House package also includes $9.2 billion in humanitarian assistance for populations facing crises. This aid covers emergency food, shelter, and basic services to support those in need. In comparison, the Senate bill offers $14.1 billion in assistance to Israel, including support for missile defense systems and foreign military financing, as well as $9.2 billion in humanitarian aid.

To counter China’s actions in the Indo-Pacific region, the House package includes $8.1 billion for various initiatives. This funding will go towards developing submarine infrastructure, providing foreign military financing for Taiwan and other allies, and replenishing defense items and services for Taiwan and regional partners. The Senate bill has similar provisions aimed at bolstering security in the region.
