In January 2023, the program was expanded to include Haitians, Nicaraguans, and Cubans, with up to 30,000 people per month allowed into the U.S.

DHS Secretary Alejandro Mayorkas has defended the program as a “safe and orderly way to reach the United States” that has led to a reduction in the number of migrants from the affected nationalities. The program includes robust security vetting and eligibility criteria. DHS has stated that these processes are publicly available online, and the program is part of the administration’s strategy to reduce irregular migration. However, Republicans argue that the program abuses the limits set by Congress for the use of parole, which is supposed to be reserved for urgent humanitarian reasons or significant public benefit.
