Tensions between Russia and the U.S.-led NATO military alliance have escalated in relation to the ongoing war in Ukraine. Russia’s top diplomat in the United States, Anatoly Antonov, stated that Moscow was compelled to conduct snap nuclear exercises in response to what it viewed as destabilizing steps taken by Washington and its allies. The exercises involve missile, aviation, and naval units practicing the preparation and use of non-strategic nuclear weapons, marking the first such exercise since Russia launched its war in Ukraine on February 22, 2022. Antonov emphasized that Russia is not threatening anyone but will use all means to protect its sovereignty and territorial integrity.

The conflict in Ukraine has been predominantly locked in a stalemate for more than a year, with recent Russian advances and expanded military assistance to Ukraine from Western supporters. The Russian Foreign Ministry specifically called out the presence of U.S.-provided military equipment and statements by Western officials, warning against the deployment of U.S. mid-range missile systems previously banned by the INF Treaty. The Ministry accused NATO countries of leading to a further escalation of the Ukrainian crisis and hopes that the nuclear drills will deter Western nations from assisting the Kiev regime in its actions.

While Russia’s nuclear exercises were criticized by U.S. officials for being reckless and irresponsible, there has been no adjustment to the U.S. nuclear posture in response to these announcements. The Pentagon has deemed Russia’s rhetoric as inappropriate given the current security situation and has not observed any changes in Russia’s strategic force posture. The U.S. State Department and Pentagon continue to monitor the situation but have not seen any indications that Russia is preparing to use a nuclear weapon in Ukraine.
