The city of St. Petersburg, Florida is set to embark on discussions regarding a proposed $1.3 billion ballpark that will be part of a larger development project in downtown St. Petersburg. The project, known as the Historic Gas Plant Project, aims to transform the area with affordable housing, a Black history museum, a hotel, and office and retail space. The project is seen as an opportunity to uplift the entire city and restore economic opportunities that were promised but never realized for minority residents who were forced out of the neighborhood decades ago.

The proposed 30,000-seat ballpark is a priority in the first phase of the $6.5 billion project and is expected to open for the 2028 season. The City Council will begin detailed discussions on the plans, with final votes expected in June or July. The project has drawn support from business leaders, charity organizations, sports teams, and local Black leaders who see it as a positive step towards the development and revitalization of the city.

The financing plan for the project involves the city spending $417.5 million, including $287.5 million for the ballpark and $130 million for infrastructure. Pinellas County will also contribute approximately $312.5 million for its share of the ballpark costs. The Rays and the development company, Hines, will be responsible for the remaining stadium costs and any construction overruns. Critics of the project, such as the group No Home Run, argue that the Rays and Hines should pay rent, split revenue with the city and county, and buy the downtown land at a fairer value.

Despite the criticisms, Mayor Ken Welch and project supporters remain optimistic about the development and its potential to transform the city. The project is expected to be completed over about 20 years in several phases after the ballpark opens. Mayor Welch believes that the city is in a strong position to successfully execute the project and believes that it has the potential to be a catalyst for positive change in St. Petersburg.

The Rays’ ballpark project is part of a broader trend of construction and renovation at sports venues across the country. Similar projects have been undertaken by various sports teams, with public funding playing a significant role in financing these developments.
