The Heritage Foundation has published a report highlighting how China is taking advantage of America’s focus on climate change to enhance its own power and control over the green energy sector. The report, titled “Chinese Handcuffs: How China Exploits America’s Climate Agenda,” suggests that the US is becoming more reliant on China for green energies as it pushes for environmental initiatives for the long-term challenges of climate change. This is seen as a strategic move by China to address its energy vulnerabilities and strengthen its global position in the green energy movement. China’s domination of the solar supply chain, rare earth elements, and production of green energy technology has raised concerns about national security threats posed by Beijing in the pursuit of green energy solutions.

The authors of the report express concern that left-leaning politicians may prioritize mitigating climate change effects over national security threats posed by China, leading to a dependency on Chinese-manufactured infrastructure such as solar panels, wind turbines, and electric vehicle batteries. China’s control of key components in the green energy supply chain, such as rare earth elements, has given it leverage over the global market, as demonstrated by the ban on technology exports needed for the production of rare earth magnets in December 2023. The authors emphasize the need for the US to reduce reliance on foreign adversaries like China for critical energy resources and supply chains to mitigate the worsening threat environment.

While China has made public commitments to reducing carbon emissions and agreed to the Paris Climate Accord with a goal of achieving net-zero carbon output by 2050, the authors of the report remain skeptical about China’s sincerity in combating the climate crisis. They point to Chinese leader Xi Jinping’s remarks indicating that China will continue to use fossil fuels until clean energy can reliably replace them, showcasing China’s prioritization of economic growth over environmental concerns. The authors suggest that China’s climate policy is part of a larger agenda to advance its own interests at the expense of the United States, potentially leaving the US dependent on China for energy resources and vulnerable to environmental exploitation.

The disparity in CO2 emissions between China and the US raises concerns about China’s significant environmental impact despite its claims to combat climate change. The authors call for a significant shift in US policy towards climate change, including prioritizing energy independence, reconsidering participation in the Paris Climate Accord, investigating revenue streams from environmentalist groups, increasing scrutiny over Chinese investments in the US, and being more cautious about Chinese cooperation on climate change initiatives. They warn that the current trend of the US contributing to China’s dominance in the green energy domain while neglecting to exploit China’s vulnerabilities in this sector could result in long-term negative consequences for the US and its environmental and national security interests.

The study stresses the importance of the US taking action to prevent China’s domination in the green energy sector and freeing itself from reliance on Chinese resources. By reevaluating policies, investigating potential risks, and prioritizing energy independence, the US can secure its position in the global energy market while countering China’s efforts to exploit the environmental agenda for its own geopolitical and economic gains. The report highlights the urgent need for the US to address the growing influence of China in the green energy sector and the potential risks posed by this dependency on a strategic rival in the long-term fight against climate change.
