Additionally, the report mentions the ongoing conflict in Israel orchestrated by terrorist groups, causing protests and hostilities in the U.S.

China is identified as a significant threat, with the report stating that the People’s Republic of China has the capability to alter the rules-based global order in ways that support Beijing’s power over that of the U.S. There are concerns that China will attempt to influence the 2024 U.S. elections to sideline critics and magnify divisions within U.S. society. Countries like Haiti and Venezuela are experiencing civil unrest and government corruption, leading to an increase in migration flows to the U.S. Haiti has descended into civil war led by warlord Jimmy “Barbeque” Cherizier, while Venezuela’s disputed President Nicolas Maduro has been accused of voter fraud and repression against political opposition. These situations have contributed to the ongoing immigration crisis in the U.S.

The report predicts that political repression, lack of economic opportunities, and ongoing conflicts will continue to drive migration from Cuba, Nicaragua, and Venezuela. The Western Hemisphere is likely to see high levels of migrant flows, with the number of displaced people in 2022 being three times higher than the average of the previous 10 years. The report warns that increasing displacement of people within and across national borders will strain countries’ capacity to absorb new arrivals and governments’ abilities to provide services, leading to growing domestic discontent.
