The Kremlin said on Tuesday that talks with Kyiv aimed at putting an end to Russian military actions in Ukraine were not “substantial” enough, after President Volodymyr Zelensky declared that any “settlement” must be put to a referendum.
“There is an operation going on,” Kremlin spokesman Dmitry Peskov told reporters. We want to see (talks) more active, more substantive.” On Biden’s statements about the possibility of Russia carrying out cyber attacks, Peskov said that “Russia is not engaged in banditry,” adding that “we do not plan to establish local authorities in the areas we control in Ukraine.”
The Kremlin spokesman indicated that Russia handed over to the Ukrainian side draft documents as part of the negotiation process, and that Kyiv responded to some of them, explaining that publishing the details of the Russian-Ukrainian negotiations “may damage the process, which is going slower than we hope.”
