The Câmara dos Deputados will hold a solemn session, this terça-feira (28), to receive the hands of the National Confederation of Industry (CNI), regarding the proposals considered as priorities for the industry sector — with emphasis on tax reform . The solenidade is marked to start at 10 am, in the plenary session of the House.
According to the presentation prepared by the CNI — à qual a CNN You have access — the list lists “legislative proposals that meet the needs of promoting economic and sustainable growth”.
The document, dubbed Agenda Legislativa da Indústria, brings together 139 proposals of interest to the sector that are being processed in the National Congress, and highlights the 12 matters considered priorities for Brazilian industries, or “with the greatest impact on the Brazilian business environment”. , according to the representation of the CNI.
“The main thing, at this moment, of course, is the tax reform, considered by the CNI as the main legislation to be approved this year to improve the business environment in the country”, highlights Marcos Borges, manager-Executive of Legislative Affairs of the confederation .
Among the priority guidelines for the CNI, is — in the first place — the tax reform, in addition to the modernization of the electricity sector and the regulation of the carbon credit market.
Also on the list of priorities: Legal Framework for judicial recovery of micro and small businesses; Legal Framework of Environmental Licensing; modernization of the Lei do Bem; Legal Framework of Guarantees; Apprentice Statute; permission for multifunctional work; regulation of “limbo previdenciário”; Income Tax incentives for Legal Persons (IRPJ); reinvestment within the Superintendence of Development of the Amazon (Sudam) and Superintendence of Development of the Northeast (Sudene); e Tax Defense Code.
The CNI is positioned as “convergent” to all the guidelines listed above, but places reservations on both of them.
In relation to the Legal Framework of Environmental Licensing, the entity understands that “the text traces a disproportionate measure that excludes part of the mining sector from its scope, maintaining this sector on the legal insecurity of current infralegal regulations, or refers it to a future law to regulate it exclusively, or that translates into an unjustifiable breach of harmony of conditions between the economic sectors, placing large-scale mining in a regulatory and legal limbo”.
Já not that says respect to the Statute of the Apprentice, the CNI says that “the project made wrong assumptions regarding the subject, to make forecasts that could undermine its greatest purpose, educational and professional qualification, approximating-or a social program of assistance” .
“The agenda is much more propositive than reactive”, completes Marcos Borges. “Com isso, we understand that we are discussing legislative proposals that improve the business environment in the country.”
