    Impasses in Congress are dealing with provisional measures for the Lula government; see list

    After two months and the middle of the government, the provisional measures issued by the president Luiz Inacio Lula da Silva (PT) began to process in the National Congress. Among the subjects, there are texts that organize the Executive structure, base the fiscal plan and establish social programs.

    Within the Congress, the presidents of the Senate and the Chamber diverge on the procedure. While Rodrigo Pacheco (PSD-MG) defends the return of the mixed commissions to analyze the MPs, Arthur Lira (PP-AL) wants to maintain the current model.

    The political scientist Bruno Carazza says that the impasse between the presidents and the delay in the initiation of the process of the MPs presents a risk for the government’s public policy agenda.

    “It is a power dispute within the Congress. But the government becomes a reference to this discussion, because its provisional measures are stopped at a decision on the process of processing. A risk for the government reveals, once again, the difficulties of Lula to coordinate the legislative process, ”he says.

    Petists confirm CNN that the government is concerned about the impasse, as the time for validation of the measures runs.

    As of the new government, on January 1, President Lula issued 11 provisional measures. Two of them, however, were replaced by subsequent MPs and they are no longer part of the agenda. These are the PMs 1,155 and 1,157, which dealt with Auxílio Brasil and desoneração dos combustíveis, respectively.

    Impasses in Congress

    Commenting on the arm’s length between Lira and Pacheco, Fernando Meireles explains that the fact of Pacheco being the president of Congress would place him in a more comfortable position in the event of the return of the mixed commissions.

    “A direct procedure in the plenary session of the Chamber gives more power to it [Lira], because it concentrates the power of the agenda and has non-plenary votes.     This rite, adopted during the most critical period of the pandemic to expedite the processing of materials when the meetings and sessions were only remote, continues in force.

    As a solution to the impasse, part two senators suggest a Constitutional Amendment Proposal (PEC) that changes the legislative process for MPs. The idea would be that the measures will be processed alternately between the plenary sessions of the Chamber and the Senate.

    For Bruno Carazza, considering the conjuncture, the “suffering” of the government to be articulated as the National Congress seems like a tonic that the Lula government will run through.
