Lhe issues raised by climate change have never been so present in the concerns of our fellow citizens. Dependence on fossil fuels and a set of exhaustible physical resources, attacks on biodiversity weaken and jeopardize our society and its cohesion. A profound and rapid change in our lifestyles, consumption and production is essential.
The COP26 declaration held in Glasgow in November 2021 reiterated the urgency of acting to limit climate change and prepare to deal with its impacts. Each IPCC report describes more precisely the dramatic consequences of inaction. We, public officials, with the support of many citizens and public service users, therefore call for an urgent acceleration of the decarbonization of the functioning of the State, local authorities and all public establishments.
We want to do our part in our country’s low-carbon transition. And this part is important. Because public administration represents 20% of employment in France. It must reduce the impact of its daily operation on the climate and thus contribute to the reduction of greenhouse gas emissions in France and to the effort of energy sobriety essential to be able to do without fossil fuels.
The role of public authorities in the low carbon transition
Because we are committed to maintaining a public service accessible to all. We do not want our missions to be jeopardized by the inevitable consequences of climate change. We must now prepare a resilient public service capable of supporting, in all circumstances, our fellow citizens, in particular the most vulnerable, who are and will be the most affected by the climate and energy crises.
As through schools, administrative services, sports and cultural facilities, health establishments, etc., the administration is at the heart of the daily life of every citizen and it must therefore be exemplary. Increase the share of vegetable proteins in meals served in hospitals or schools, switch to active mobility and a fleet of smaller vehicles with electric motors for business trips, limit the energy consumption of public buildings, buy repairable computers and change them less often: so many actions that can show the way to society as a whole.
