The investigation established that the criminal scheme for illegal business was organized by the head of the medical commission of one of the regional medical institutions, the hospital management, specialized doctors and assistants. Participants of the “business” produced and issued documents, issued fictitious medical histories and contributed to obtaining disability groups. In addition, the perpetrators produced documents that made it possible to evade military service and go abroad.
It is noted that the so-called proxies of medical workers searched for “clients” and collected their personal documents. A nurse acted as an intermediary between doctors and assistants. For $100 a day, she registered the received documents, was responsible for receiving and transferring money to the organizer of the “scheme”.
The amount of the reward, depending on the package of documents, ranged from two to five thousand dollars. During the searches in the offices, at the place of residence of the persons involved and their cars, money in national and foreign currency was seized. In total, more than UAH 7 million.
Law enforcement officers documented the receipt and distribution of $4,600 among three participants in the scheme. The head of the medical commission, a nurse and one of the trustees were detained.
In Khmelnytskyi, doctors earned from 2 to 5 thousand dollars for forging medical certificates.
All three detainees were informed of the suspicion of abuse of influence. Currently, the issue of choosing a preventive measure for the “businessmen” is being resolved, as well as the notification of suspicion to other participants of the scheme.
As reported, in the Khmelnytskyi region the man received a summons, but refused to be mobilized. The court found the man guilty of evading military service and sentenced him to 4 years in prison.
