Categories of citizens of Ukraine who can go abroad
Removed from military registration due to health
Men who removed from military registration on the basis of registered disability or on the decision of the medical commission regarding unfitness for service. Those with limited fitness cannot leave from Ukraine during the war.
Temporarily unfit for military service
In the case of temporary unfitness for military service for a period of up to 6 months, departure is allowed in the presence of supporting documents. These can be certificates of disability or a conclusion of the military medical commission.
Parents of three or more children
Men who have can go abroad three or more children under the age of 18, in particular from different marriages. In order to cross the border in such a case, it is necessary to have a birth certificate, a marriage certificate, a court decision on divorce, a decision of a guardianship authority or a certificate of the father of a large family. You can also show notarized copies.

Parents who raise children themselves
Men who independently raise a child up to 18 years old, can go abroad. Men with disabilities of I-III groups
Men with disabilities can cross the border if they have a certificate in the form No. 157-1/o, a certificate confirming the relevant status, a pension certificate or a certificate confirming the appointment of social assistance.
WITH with disability documents obtained abroad, departure from Ukraine is impossible.
Men who accompany persons with disabilities
A man who accompanies a person with a disability of the I, II groups, as well as a person who goes to care for sick parents, wife or children, can go abroad.
Departure of men to care for sick family members impossible without the patient. Crossing the border for accompanying persons with disabilities of the III group is not provided for.
Men accompanying relatives for treatment
Men between the ages of 18 and 60 may travel abroad if they accompany their wives and children with group I or II disabilities, as well as children who are seriously ill from perinatal injuries and other diseases, in the presence of a confirming opinion of the medical advisory commission.
Men with permanent residence abroad
Men between the ages of 18 and 60, who are permanently living abroad, can leave if they have the appropriate marks in their passports.
Wounded servicemen and servicemen undergoing military training abroad
Military personnel may go abroad for treatment or rehabilitation. But for this, you need an appropriate referral for treatment abroad and a letter from the Ministry of Health stating that a foreign health care institution accepts them for treatment. Those undergoing military training abroad can also leave.
Drivers and volunteers
The departure of drivers of companies that have a license for international cargo transportation is allowed. Information about such drivers must be entered into the Ukrtransbezpeka information system.
Also, volunteer drivers who transport goods for the Armed Forces, medical goods or humanitarian aid, railway transport workers can cross the border.
Sailors
Men who work on sea vessels and inland navigation vessels can cross the border or who undergo practical training on ships. To go abroad, they must show an employment contract, a letter of intent to enter into a contract from the shipowner or operator.
Athletes and cultural figures
Athletes, coaches and training specialists are allowed to travel to participate in official competitions and training sessions. For this, it is necessary to obtain a decision of the Ministry of Sports regarding the inclusion of participants in the competition and others.
Culture workers can go abroad for the purpose of charitable fund-raising or representation of Ukraine on the international arena. To get permission to leave, it is necessary to have a request from the person who wants to leave and an invitation from the organizers of the event. Based on this, the Ministry of Culture issues permission to leave.
For whom the conditions for traveling abroad have changed
Due to abuse of permission to travel abroad, the rules for traveling abroad in 2023 have been clarified for some categories of men.
Including:
- Civil servants can go abroad on a business trip, which is confirmed in accordance with the law, for the terms specified in the documents.
- In order to obtain permission to travel abroad, cultural workers must provide detailed information and contacts about the venue of the concert in support of Ukraine and report on the results of the event.
The final decision, whether to release a person abroad or not, rests with the border guards who check the documents.
